[NCSG-PC] Comment on PSR

Dear all, 
I would like to share the comment drafted by me about the Policy Status Report (PSR) on Expired Domain Deletion and Expired Registration Recovery Policies due to this comment will close soon (10 days left). 

A brief summary of the comment could be the following:
-  Enhance Transparency and Accessibility of Renewal and Redemption Fees: At this point, we are argumenting that non-commercial registrants often operating with limited resources and that fees are affecting non-commercials in renewals and we are asking a regulatory cap on these fees. - Strengthen Communication Channels for Expiration Notices: Here we are asking to have more channels than just email to notify registrants, such as SMS, phone calls or postal services. 
- Clarify and Standardize the Redemption Grace Period (RGP) Process: On this topic, the most important argument is against the short redemption window (30 days) for recover a domain after expires. - Address Potential Exploitation in the Domain Aftermarket: This is related to the previous one in order to that short window and the bad practices associated with them.
