[NCSG-PC] GNSO chair election

hi all,

I got communication from CSG leadership that they propose  Susan Payne,
IPC, as candidate for the GNSO Chair election.
I will reach her out and we schedule a call with her in the coming weeks to
decide if we can nominate her.
