[NCSG-PC] PC chair election

[Rafik Dammak]

Thanks Michaela,
I understand we are close to holidays season but we are also pretty late
regarding the election. We really need to have someone to take over asap.
Tomslin helped for some time after the end of his  term and there is some
vacancy now. I can support partly but I am not really  supposed to lead PC
by the charter.
