[NCSG-PC] Welcome to NCUC representatives to NCSG PC

Hi all,

NCUC EC reappointed Michaela and also appointed Emmanuel as NCUC
representatives to NCSG PC. I want to welcome them and wish them good luck.
I want also to thank Peterking for his service.

With this, we have a new PC and we should start PC chair election as a
first action.
