[NCSG-PC] Budget requests to policy team

Hi Pedro,

I am not familiar with the procurement process in ICANN and how they do
estimation. However, I think we can put high level ballpark estimation
while giving some breakdown, at least to initiate the discussion.
So if we pick the 3 or 4 requests we really think are necessary, we should
write short explanation and give some rough estimate. The point for now is
to get them in the record.
