[NCSG-PC] Fwd: NomCom changes

I strong believe this should not apply to the one slot NCUC has because if
that happens there won't be anyone representing noncomercial on Nomcom.

I will suggest this should apply to SG that has more than on slots. We need
to have a concrete discussion with Greg and other members on the GNSO to
except noncommercial slot from the gaming scenario.
