Very interesting and well structured, Julf. I have mixed feelings about the
capacity building part, but maybe it would indeed be fruitful to test
focusing on continuous and increasingly in-depth learning processes for
newcomers who consistently keep engaged (instead of centering resources on
attracting larger numbers of an initial contact with ICANN through the
opportunity of international travels).
