Hi PC,
Reema Mousa and Namra, our members who undertook the Policy Transition
Program with focus on SubPro have kindly volunteered to be subject
matter experts to the council small team plus.
No other member has volunteered for this and mindful that they are trained
and have been keen to participate, I fully support their EOI.
So, please let me know if you have any objection to me sending their names
in.

We had a (incomplete) discussion on the mailing list as early as 4 days ago
regarding the SubPro Small team Plus idea. @farzaneh badii
<farzaneh.badii at gmail.com> articulated why NCSG shouldn't encourage nor
support the idea and @Kathy Kleiman <kathy at kathykleiman.com> argued that we
have reason to support the idea. If you didn't or missed the discussion,

In that same discussion, @Stephanie Perrin
<stephanie.perrin at mail.utoronto.ca> requested help from our members to join
it since the Small Team Plus will move ahead. You will find below an
official request for subject matter experts (1 expert and 1 alternate) to
join the Small Team Plus.
My question to you as policy chair is, should we proceed to appoint an
expert as requested by the small team? If yes, who would love to volunteer
as the expert to the small team and who as an alternate?

As you may be aware, the GNSO Council has tasked

the SubPro Pending Recommendations Small team to develop proposed
modifications to the SubPro non-adopted Board recommendations to attempt
to address the Board’s concerns.
Each group is hereby invited to put forward one subject matter expert
plus alternate to help inform this assignment, in addition to the
Council member or liaison that may already be a member of the small team
(see here <https://community.icann.org/x/nQP5DQ> for current
membership). Please note, the NCSG is able to put forward three Subject
Matter Experts/Alternates. The small team assignment form

foresees that: “At a minimum, SMEs are expected to be familiar, or
familiarize themselves, with the SubPro Initial Report and Final Report
sections on these specific topics as well as small team deliberations to
date,” so it is up to you to determine what you consider to be
“expertise” in this context.
As we recognize that your group may not be interested in every single
topic or may have different SMEs it would like to assign depending on
the topic, we would like to encourage you to review the workplan that
has been included at the bottom of this message that outlines the
proposed planning and scheduling of topics.
*_Please communicate by 17 November at the latest the names of the SME
and alternate that your group is putting forward to
gnso-secs at icann.org._* Please also indicate if the SME is only joining
for a specific topic or topics. The first meeting of the small team plus
will take place on 27 November at 14.00 UTC.
As a reminder, the small team plus has been tasked to develop proposed
modifications that are focused on addressing the Board’s concerns. This
is not an opportunity to bring new issues to the table or reopen
previous conversations. As a result, the deliberations are expected to
be focused, narrow, and swift. To facilitate the work of the small team,
dedicated briefings will be provided for each topic to ensure that
members have the relevant information available. In addition, the
current small team members are working on draft proposals that are
intended to help kick-start the deliberations.
Please also note that there will be other opportunities for input. At a
minimum, it is the expectation that the small team plus will host a prep
week session to brief the community on the proposed changes to the
recommendations which is then followed by an ICANN79 session to obtain
community feedback before the final Supplemental Recommendations are
submitted to the GNSO Council.
