[NCSG-PC] SubPro Recommendation 17.2 - Applicant Support

Dear all,

As you might know, the council has been discussing internally and with the
board on how best to address the 38 pending SubPro recommendations that the
board hasn't yet adopted. On Sunday, the council got information from the
board that Recommendation 17.2 related to Applicant support will not be
adopted as written and the council is considering addressing this with a
supplemental recommendation.

This is the current text of Recommendation 17.2:
*The Working Group recommends expanding the scope of financial support
provided to Applicant Support Program beneficiaries beyond the application
fee to also cover costs such as application writing fees and attorney fees
related to the application process will not be adopted*

and the concern the board has is the following:
"*The Board remains concerned, as previously voiced as part of its comment
on the Draft Final Report, over the open-ended nature of these fees as
affirmative payments of costs beyond application fees could raise fiduciary
concerns for the Board*."

This is  a very important topic to NCSG and I have heard from some members
that our councillors should continue pushing for the board to consider
adopting this recommendation, which we plan to do. At the same time
however, in case the board moves forward with non-adoption of this
recommendation, *I would like to know from you all if you have any ideas on
what a supplementary recommendation on Applicant Support might look like?*
