On Council?s side, in addition to looking for a rep (volunteer welcome) and

articulate our potential inputs to this, and future work under the GNSO
Council Committee for Overseeing and Implementing Continuous Improvement,
which in principle was intended to cover such non PDP related work. The
discussion that we will have soon on the completion of the pilot?s first

Dear SOAC Chairs,



We are reaching out to you about proceeding to form the community group
that will serve as an information sharing and coordinating forum for the
community?s implementation of certain specific recommendations from the
Cross Community Working Group on Enhancing ICANN Accountability
(CCWG-Accountability) Work Stream 2 (WS2). As suggested in the most recent
summary of the scope of work for the WS2 Community Coordination Group, we
would like to request that each Supporting Organization, Advisory
Committee, Regional At-Large Organization, and GNSO Stakeholder Group
confirm their appointment of a representative (and alternate, if
appropriate).



*Background*

In relation to a timeline, ICANN org had suggested that each SO/AC/RALO/SG
complete its appointment of its primary and secondary representatives by
late January or early February 2022, with the aim of having the WS2
Community Coordination Group hold an initial call before ICANN73.The
initial call will allow the group to familiarize itself with its scope of
work, discuss a potential timeline and a cadence for its calls. Subsequent
calls would then involve discussion as to the order in which the community
would approach implementing the relevant recommendations. These
recommendations are Recommendation 1.1 (on proposed elements of diversity),
Recommendation 1.7 (on a process for handling complaints about diversity),
and Recommendation 2.3 (on a standalone framework for exercising Empowered
Community powers). We understand that there may be other recommendations
that can benefit from information sharing purposes as well, but wanted to
flag these specific recommendations to you as those that require
cross-community coordination.



For quick reference, we have attached the most recent version of the WS2
Community Coordination Group Proposal for your easy reference.



*Next steps*

Given the time that has elapsed since the proposal for a WS2 Community
Coordination Group was first raised with you as SOAC Chairs, we would like
to ask that each SO, AC, RALO, and GNSO Stakeholder Group confirm their
representative, and if appropriate, alternate, to the Group by no later
than *Friday, 11 February 2022. *Please share the name(s) with everyone on
this list, and also with your respective support staff for coordination
purposes.



Going forward, we envision that the work of this group will be transparent
and available to the public. This means that call materials (recordings,
action items, etc.), reports, and any decisions will be made available via
a wiki space being created for record keeping purposes.

Overseeing and Implementing Continuous Improvement (CCOICI) Pilot (20

Over the course of several months in 2021, the GNSO Council discussed how
it could best approach the GNSO?s work that is focused on structural,
procedural, and process improvements, and specifically not policy
development. Notably, this work is impactful to the GNSO community more
broadly, and not just the GNSO Council. Given concerns about workload and
the efficacy of the approach to this portfolio of work, the GNSO Council
resolved <https://gnso.icann.org/en/council/resolutions/2020-current#202106>
on 16 June 2021 to initiate the project as a pilot and to reevaluate after
the conclusion of the pilot. The pilot consists of two areas of focus: a
review of the Working Group Self-Assessment and a review of the GNSO
Statements of Interest (SOI) requirements .

The CCOICI has been meeting since September 2021, first working on
establishing the assignment form for the GNSO SOI Task Force. That Task
Force has now been established and had its first  meeting on 7 February
2022. The Task Force is tasked with making recommendations to the CCOICI
following its review of the existing SOI requirements. The CCOICI
concentrated on its other assignment, a review of the Working Group
Self-assessment requirements, starting in October 2021. The CCOICI is
concluding its work on this assignment and will provide the Council with an
overview of the proposed changes and next steps.

Here, the Council will receive an update on the CCOICI and consider any
potential next steps.

*Item 5: COUNCIL DISCUSSION - Update on GNSO Council Implementation of
Workstream 2 (WS2) (20 Minutes)*

While the CCOICI remains in pilot status, one of the projects originally
envisioned to be part of the framework was the implementation of WS2
recommendations that are not SG/C specific. In 2020, the GNSO Council
sought to better understand the specific items that it would be tasked to
complete and performed an analysis

tasks for the Council to complete. Since then, ICANN org has devoted
additional staff resources to help assist the community to understand which
recommendations may result in work for each of the respective Supporting
Organizations and Advisory Committees, and of particular interest to the
GNSO, each of the Stakeholder Groups and Constituencies (which for the most
part, are entirely separate from work the GNSO Council will undertake).

The Council received a brief update on WS2 from ICANN org during its
September 2021 meeting. The Council will receive a more detailed update
here, to better understand the level of progress it has already made via
already completed work (e.g., the development of guidelines and templates
to support the GNSO as a Decisional Participant in the Empowered Community)
and the limited set of remaining WS2 tasks.

Here, in addition to getting further clarity on remaining items to
implement WS2 at the GNSO Council level, the Council will discuss the best
path forward to complete the remaining work (which could potentially
include the CCOICI, based on its current trajectory of work).

*Item 6: COUNCIL DISCUSSION - ICANN73 Planning (40 minutes)*

With ICANN73 approaching, the GNSO Council will discuss its upcoming
meetings, which includes a public Council meeting, a wrap-up meeting, and
several bilateral meetings. The Council will first receive a brief update
from GNSO Support staff, then proceed to prepare for its discussions with
the Governmental Advisory Committee (GAC), the ICANN Board, and the
At-Large Advisory Committee (ALAC).

   - GAC - Anticipated topics are likely to include the Operational Design
   Phase (ODP) for the System for Systemized Access/Disclosure (SSAD, DNS
   abuse, and the ODP for New gTLD Subsequent Procedures (SubPro).
   - ICANN Board - The GNSO Council will have suggested topic(s) by 17
   February, The Board has suggested the following topics:


   - *What are your key priorities for ICANN work in 2022, how do these
      priorities help achieve ICANN?s common objectives as expressed in the FY
      2021-2025 Strategic Plan, and how do you see Community, Board and org
      moving forward together on a way to achieve these?*
      - *If any, what suggestions would you have to enhance ICANN?s
      effectiveness and efficiency with regards to the process of
implementation
      after adoption of a PDP or Review recommendations?*


   - ALAC - Anticipated topics are the ODP on the SSAD, ODP on SubPro, DNS

progress made on two of those action items.

   - Action Item 1: Council leadership to develop a first draft of a
   proposed ?Council Commitments? for Council consideration.
   - Action Item 6: Council leadership to explore possibility to set up a
   regular informal Q & A session with ICANN CEO for GNSO Council, either as
   part of future SPS or intersessionally. / Action Item 12: To check on the
   progress of the implementation of these action items as well as allow for
   updates to be made, a post-SPS meeting will be scheduled in the 4-6 month
   timeframe after this meeting*.*

Dear Bruna,



As we enter 2022, the GNSO Contracted Parties House (CPH) looks forward to
our continued engagement on the topic of DNS Abuse and mitigating DNS
security threats. Last year, the CPH welcomed and greatly appreciated our
dialogue with NCSG, and other ICANN community groups, and we hope to
continue that conversation in the new year.



Looking back to 2021, registries and registrars engaged with nearly all
groups represented in the ICANN community, and ICANN Org, and we produced
important documents related to DNS abuse definitions, registry actions,
registrar abuse reporting, domain generating algorithms, internationalized
domain names and trusted notifiers. These all represented significant steps
forward in framing the appropriate roles, responsibilities and capabilities
of ICANN?s gTLD contracted parties, while also identifying opportunities
for cross-community collaboration.



As we look ahead to further conversations in 2022, the CPH invites further
dialogue and collaboration on trusted notifier expectations and malicious
vs. compromised domains. If there are other topics NCSG members would like
to discuss related to DNS security threats, we are happy to engage.
Assuming NCSG members are interested in continuing our dialogue, please let
us know and we?ll be happy to propose dates/times for a joint stakeholder
call. The CPH DNS Abuse WGs meet regularly on Tuesdays at 1500 UTC if that
time would work for NCSG.

I see that the proposed topics of discussion are:

*trusted notifier expectations and malicious vs. compromised domains.*

Do we want to first tease out what this means to us before the meeting date
on the members mailing list? Personally, I don't even know what these are
supposed to mean.

Is there a policy committee member who would like to lead this discussion?
I know Akinremi volunteered last year to lead this but he may be
overwhelmed now with the multiple working groups and committees he is
leading.

Hi Ephraim,

Thanks for these links. I think they are timely too because only today, I
noticed that the contracted party house is interested and requesting to
continue the discussion on DNS abuse with us again this year. I note
however that we are yet to develop a common position and definition as a
Stakeholder Group like you mentioned.

We may need a volunteer to champion and lead this internal discussion,
otherwise we may not make significant progress on it this year as well.
Would anyone on this list like to take the lead on this?

I just informed Tomslin and the Policy Committee that Keith Drazek did
contact me earlier today offering once again the chance to have a dialogue
between the CPH and the NCSG on the topic, but this time the subject they
suggested is: trusted notifier expectations and malicious vs. compromised
domains.

I am currently sick - covid caught me one more time - and therefore am not
able to volunteer for leading the efforts but would be happy to join any
discussions on that matter. Also, if the members of this internal effort
see fit in us having a meeting prior to the CPH one (I consider it
important) I will be more than happy to ask Andrea to get us a doodle
going.

Hi

The trusted notifier idea is back again and as we know it can be a terrible
idea.
Also the EU has published a report on DNS abuse without any consultation
with civil society, considering industry and IPstakeholders only (at least
thats my impression at the first glance)

Even if we don?t have a position we have to meet with the CPH about this
and definitely parse out which of their activities related to ICANN mission
and which doesn?t. The fact that DNS abuse initiatives are forming one
after another is kind of puzzling for me. I thought the abuse institute was
going to gain momentum and most of the work be done there. I might be
wrong.

The meeting Keith mentioned is set on any Thursday we would like as the CPH
already meets at that day. The poll Brenda sent to us is for a pre-NCSG
meeting to discuss this issue and have some sort of a position about it :)

No worries. I spoke with councillors and NCSG leadership and Tuesday and
Wednesday didn't look good for most, so it was agreed that we reschedule to
next week on Monday 21st Feb at 11:30 UTC.

Please see below and attached, the report and proposed recommendations in
relation to the GNSO?s Working Group Self Assessment (WGSA) requirements
from the Council Committee for Overseeing and Implementing Continuous
Improvement (CCOICI). If you have any comments on the proposed
recommendations, please let us know.

You will recall that the CCOICI  is a pilot implementation of the GNSO
Framework

for Continuous Improvement Oversight and Implementation, with 2 initial
assignments, this one being one of them. Moving forward, the council is
also considering tasking the CCOICI with implementing the remaining WS2

I trust this email finds you well.

On behalf of the Council Committee for Overseeing and Implementing
Continuous Improvement (CCOICI), I am pleased to share with you our report
and proposed recommendations in relation to the GNSO?s Working Group Self
Assessment (WGSA) requirements.  You will find in the report proposed
redline updates to existing provisions and documents that relate to the
WGSA as well as new elements, such as a proposed periodic survey.

As you may be aware, any changes to the GNSO Operating Procedures need to
be published for public comment before these can take effect, however, to
avoid duplication of efforts, the CCOICI recommends combining the public
comment forum with any proposed changes that the Statement of Interest
(SOI) Task Force (TF) may be making. As that group has just commenced its
deliberations, the timing of this is not clear yet, but the CCOICI will
closely follow the TF deliberations and inform the Council should this
proposed approach no longer make sense (either because of timing concerns
or if the TF is not planning to make any proposed changes to the GNSO
Operating Procedures).

Following the public comment forum, the CCOICI may need to make updates to
the report, based on the input received, following which the Council will
be requested to consider the report for adoption. In the meantime, we would
welcome your review and any input you may have.

Dear all,

Just to inform you that I asked Brenda to cancel this meeting due to the
fact that it was scheduled without the full group of the policy committee
and myself having the chance to reply to the doodle. We were also aiming to
send the doodle on the general list and the scheduling of the call was done
without me having the time to do it because I was sick.

If everyone agrees, we can schedule it on a similar slot next week -
Wednesday, 19h00 UTC. But I can also request Brenda and Andrea to run
another doodle in case theres no agreement on the proposed slot.

I am writing to let everyone know that the CPH offered us another
opportunity to have an interaction/exchange with them about DNS abuse,
similar to a meeting we had last year.

The invitation itself is to join one of regular meetings that take place on
Tuesdays at 1500 UTC and we are yet to schedule a slot with Keith. You
might recall that such cross-community interactions are part of their
efforts around the topic of DNS Abuse and, for this call, they are inviting
us to *"further dialogue and collaboration on trusted notifier expectations
and malicious vs. compromised domains. If there are other topics NCSG
members would like to discuss related to DNS security threats, we are happy
to engage".*

A doodle about a preparatory meeting - exclusive for NCSG members -  was
already sent to the DNS Abuse and Policy Committee list but the meeting
that was scheduled for today had to be cancelled due to agenda issues. As
it would be interesting for us to have this conversation and schedule the
meeting with the CPH as soon as possible, I would like to inquire with
everyone whether it would be possible to *reschedule this preparatory
meeting for next wednesday at 19h00 UTC*.

In case you are not able to attend such meeting next week, feel free to
suggest another slot and so on.

I understand that next week is also prep week but given that the CPH
efforts on this topic have been in place for a few months, I think we could
try to find a slot to chat next week - even despite of ICANN prep week -

Hello all,

Our discussion topics for the meeting with the Board are due tomorrow. I
have sent this email about a week ago to the list and would really
appreciate it if anyone has suggestions of topics.

Just as a suggestion, and as we see things pop up prior to the meeting, id
say that two potential topics would be SSAD Implementation and the next
gTLDs round, but we still need to structure our questions on these two.
Anything else ?

3.     A look at what was on the GNSO Council Agenda



4.     Discussion: System for Standardised Access & Disclosure (SSAD) ODP &
Next Steps

a.     The SSAD Operational Design Assessment (ODA) report has now been
published and the council has formed a small team of councillors and some
EPDP members to analyse the ODA and provide its expertise and perspectives
to help inform the Council?s deliberations on potential next steps and its
engagement with the ICANN Board. Should NCSG consider a formal response to
the board based on the findings in the ODA?

5.     Discussion: NCSG Priorities ? There are many policy and operational
issues under discussion now at ICANN. Here, NCSG leadership will facilitate
a discussion which attempts to prioritize them, decide what it can focus on
considering the limited volunteer hands available.



6.     Administrative updates & any other business

a.     DNS abuse meeting request from the contracted party house on topics:
trusted notifier expectations and malicious vs. compromised domains.

b.     ICANN73 meeting

Hi everyone,

Like I promised during our policy call yesterday, below are some additional
clarification questions from Org's SubPro ODP team sent to the council
through the liaison.

The one thing I wanted to flag, and this was also discussed during the
policy call was the proposal from the council liaison to this ODP for the
council to consider using a community group to develop remaining
implementation elements of the Applicant Support Program for SubPro,
contrary to the final recommendation which recommended a dedicated
Implementation Review Team (IRT) to be convened for this. The rationale
being that some of the work that SubPro Recommended be done by an IRT may
involve items that are not strictly implementation.

While this is possible through a GNSO Guidance Process utilizing section 16
of the PDP Manual, which allows for additional work on recommendations
prior to Board adoption, during the call, some members were reluctant to
support such a path. I will therefore like to hear what others think about
this proposal.

Apologies for not meeting the Document Deadline, but I wanted to provide
this update after my call with the ICANN SubPro ODP Team and after
receiving the documents I am now forwarding.



There is a lot to report on since the last update a few weeks ago when the
ICANN ODP team announced the official start to the SubPro ODP.



1.           *Project Timeline*:  Attached is a high level project timeline
provided by the ODP Team that sets forth different milestones including
Community Status Updates, ICANN meeting sessions and some internal ICANN
team deliverables.  We are not certain whether the Community Status Updates
(in March, May and August) will be webinars or reports, but that will be
finalized over the next few weeks.  In addition, ICANN is planning a
session at ICANN73 (more on that below), and several sessions at ICANN74.
And hopefully by ICANN75 in September, the ODA will be near final to
discuss.  This timeline was provided in response to the Council discussion
during its January meeting.



2.           *Question Set 2*:  We have also just received Question Set #2
from the ODP team which I have copied into a Google Doc
<https://docs.google.com/document/d/1_A5oEnsFQHAvXDtNNRkDGzPoC2GRTxtlnMCwd3rNMOM/edit?usp=sharing>.
As per our process, I will draft a proposed response which everyone is able
to see, revise, comment on, etc.  Although the Question states that it is
related to Applicant Support, it is actually a broader procedural question
as opposed to one related to the substance of Applicant Support.



              In the SubPro Final Report, the recommendations state that a
dedicated Implementation Review Team (separate and apart from the general
SubPro IRT) should be formed to finalize a number of the elements of the
Applicant Support program.  The SubPro Working Group believed that it did
not have the sufficient expertise to develop policy on who should qualify
for Applicant Support, how the funds should be distributed, etc.  Though
there are some recommendations at a high level, the Working Group
envisioned a specific community group with that expertise should be
responsible for the requirements. For those of you that want to read that
section again, it is Topic 17

(pages 71-83).  The *Implementation Guidance* states:



*?A dedicated Implementation Review Team should be established and charged
with developing implementation elements of the Applicant Support Program.
In conducting its work, the Implementation Review Team should revisit the
2011 Final Report of the Joint Applicant Support Working Group98 as well as
the 2012 implementation of the Applicant Support program.?*



              ICANN has rightly pointed out that this is generally not the
type or work that we think of being associated with an IRT and may in fact
be policy.  That being the case, ICANN wants to know (a) whether the
Council (responsible for managing policy) is nonetheless ok will giving
this work to an IRT or whether the Council wanted to create some other
cross community team (called something other than an IRT) to do this work.



              Incidentally, I believe this question provides us with an
opening, should we choose to take it, where the Council can actually
commission a group to start working on these issues NOW as opposed to
waiting for Board approval in 2023.  In other words, the Council can always
modify its policy recommendations at any time prior to the Board approving
the policy recommendations.  So although we technically cannot commission
an IRT until the Board approves the policies, we can commission a group to
work on Applicant Support issues now.  If this group can complete its work
prior to the Board approving the SubPro Policies, the PDP Manual would
allow us to update the SubPro policies to include the group?s
recommendations (if we wanted to).  If, however, it does not complete the
work by that time, then they would be new recommendations to the Board for
approval. This is no different really at the end of the day than the
outcome of an IRT.



              *Therefore, I would like to propose to the Council that it
consider creating a group to work on these applicant support issues and
solicit volunteers from the GAC and ALAC (who are VERY interested in this
subject) to start work on this as soon as possible.  And if this is a good
model, perhaps there are other recommendations in the SubPro Report where
those were referred to IRTs, but really may involve some policy aspects
that we can start work on now.  *



             I would like to use the update time during the Council meeting
to discuss this point if possible.



3.           *ICANN73*:  When the schedule comes out shortly, you will
likely see (unless anything changes) a session on Wednesday of ICANN week
for the ODP team to give an update.  At that meeting they will likely be
presenting on the work they have done to date and on the next set of key
assumptions for the program.  You may recall back in 2019 I believe ICANN
released its first set of assumptions which was prior to SubPro completing
its work.  Some of the assumptions at that time were discussed, but others
could not be discussed due to the policies at the time not being final.  My
understanding is that this second set will be more comprehensive and much
further developed.



Finally,  I just want to acknowledge the hard work of Karen Lentz and her
team including Lars Hoffmann,  Chris Bare, Samantha Mancia and Michael
Karakash as well as of course our very own Steve Chan and Emily Barabas.

   be completed subsequently.

*Item 4: COUNCIL DISCUSSION - Nominating Committee Outreach Subcommittee
Outreach (10 minutes)*

The Nominating Committee (NomCom) initiated

application process on 15 December 2021. For this cycle, the NomCom will be
selecting one member of the GNSO Council, a non-voting appointee. The GNSO
Council provided updated criteria

to
the NomCom to be used in the recruitment and selection processes.

Here, the NomCom Outreach Subcommittee will provide information about the
NomCom panel, about the position being filled for the GNSO Council, and

*Item 5: COUNCIL DISCUSSION - Small Team Reviewing the System for
Standardized Access/Disclosure (SSAD) Operational Design Assessment /
Debrief From Meeting With the ICANN Board (25 minutes)*

On 25 January 2022, the Operational Design Assessment

(ODA), the final output of the System for Standardized Access/ Disclosure
(SSAD) to Nonpublic generic Top-Level Domain Registration Data Operational
Design Phase (ODP) was published. Just prior to the publication of the ODA,
the ICANN Board sent a letter

to the GNSO Council, outlining some of its concerns as well as questions it
hoped to receive input on from the Council. The Council agreed to establish
a small team to review the ODA in detail, focusing on the following
elements as identified in the assignment form

   recommendations that should be factored in by the ICANN Board when it
   considers the recommendations;
   - Its view on the concerns identified by the ICANN Board and potential
   options that could be considered, either in the form of changes to the
   proposed implementation or the policy recommendations themselves, to
   address these concerns(note, these are expected to be high level
   suggestions at this stage);
   - Any other aspects that help inform the Council?s deliberations and
   consultation with the ICANN Board.

The GNSO Council will have met with the ICANN Board on 8 March, just prior
to the March Council meeting, and will have discussed the ODA and the
efforts of the small team with the Board.



Here, the Council will receive an update on the status of the small team
and hold a debrief from the meeting with the ICANN Board.

*Item 6: COUNCIL DISCUSSION - Update on the SubPro ODP / Debrief From
Meeting With the ICANN Board (20 Minutes)*

On 12 September 2021 the ICANN Board directed

the ICANN President and CEO to organize the resources required to begin
work on the Operational Design Phase (ODP) for the GNSO?s New gTLD
Subsequent Procedures Final Report

and the Affirmations, Recommendations, and Implementation Guidance
contained in that report. On 27 November 2021, the Council appointed Jeff
Neuman to serve as its liaison to the SubPro ODP.

On 20 December 2021, ICANN org announced

that the SubPro ODP had formally launched, starting at the beginning of

with the GNSO Council?s liaison to ODP on 11 February 2022, who
subsequently shared the questions and an update

Council. While the question set was specifically about the topic of
Applicant Support, it introduced broader procedural concerns, about whether
the level of substantive work recommended by SubPro to be conducted by an
IRT, would be beyond the commonly understood scope of the IRT.

As with the above item, the Council will have met with the ICANN Board just
prior to the March Council meeting, and will have discussed the broader
question of the Council conducting additional SubPro related work
concurrent with the ODP and in advance of a Board vote on the
recommendations.

Here, the Council will receive an update from the liaison, as well as hold
a debrief from the meeting with the ICANN Board.

At ICANN72, the GNSO Council agreed to establish a small team to consider
and recommend next steps for the Council related to DNS abuse, if any.

was drafted and the team held its first meeting 9 February 2022. The team

small team expects to consider this same question amongst its members.

Here, the small team will provide an update on its efforts.

*Item 8: COUNCIL DISCUSSION - Dialogue With ICANN?s Global Domains and
Strategy (GDS) Department (20 Minutes)*

The GNSO Council and ICANN?s Global Domains and Strategy (GDS) team share a
very important relationship. The GDS team, in coordination with the GNSO
policy support staff, track and support the policy development process.
Recently, especially where the PDP charters call for it specifically, GDS
has appointed liaisons to PDPs to help provide background information,
channel feedback and input from the Org, and to closely monitor the
deliberations of the PDP. Once the Council adopts the recommendations and
they are adopted by the ICANN Board, GDS is responsible for implementing
the recommendations.

Given this important relationship, it is helpful for the Council and GDS to
regularly communicate with each other.

Here, the Council will receive a high-level update on GNSO-related work
being performed by GDS, as well as look ahead to work on the horizon,
including the impact on resources. The dialogue is also expected to include
discussion on how the shared portfolio of work can be executed more
effectively and efficiently.
