[NCSG-PC] ICANN75 PC meeting topics

Hi Tomslin and all,

Since the Council will be initiating the GNSO Guidance Process (GGP) on
applicant support and as applicant support has been the topic dear to
NCSG's heart, it'd be good to have a discussion about this topic during our
PC meeting.

We can start with experiences from the 2012 rounds and have SubPro veterans
share the context of the advices from the final report. We can then dive
deeper into what we want from the GGP.
