Dear PC,

As discussed last month and requests sent to members, we have two vacancies
on the GNSO Standing Selection Committee. Both members who have now
resigned to take up leadership positions in ALAC.
After a request for interests was sent to the membership list, we received
3 interests. The names are as follows:

   1. *Sam Lanfranco *(Has prior experience with this committee)
   2. *Dr. Hago Dafalla *(no other detail in support of the role provided)
3. *Ol?vi? KOUAMI *(no other detail in support of the role provided)

We have to select 2 out of these three. Preferably one experienced and one
non-experienced person to grow the leadership pool. I'd like to hear from
everyone what the choices should be.

Thanks for sharing this, Tomslin.

Having worked with Sam in NPOC, I know that he has vast experience that would make him valuable in this role.

I don?t know Dr. Hago Dafalla and just a little about Olevie?s experience. Perhaps they can share their SOIs or some more information about their prior experience and interest in the role.

The ICANN org Planning team is scheduling its final community consultations
on the draft Prioritization Framework. The date and time for the
NCSG/NCUC/NPOC members session to provide input is this *Wednesday, 10
November, 15:00-16:30 UTC. * A calendar invitation has been sent, and call
details are below/attached for those unable to receive calendar invitations
directly.



The output of the community consultations will be used to help develop the
draft ICANN Planning and Prioritization Framework over the upcoming
months.  ICANN org is planning to publish the Planning and Prioritization
Framework in late-November or December 2021, with the aim to pilot the
framework in early 2022.

*Item 4: COUNCIL VOTE - Revised GNSO Councilor Job Description for the
Nominating Committee (20 minutes)*

The GNSO Council is invited on an annual basis to review the job
description and criteria contained in order to better assure that the
Nominating Committee selects appointees that match the Council?s
expectations. The Council has made incremental revisions to the job
description each time that it has been invited to do so.

This cycle, Council leadership suggested revising the job description to
reflect a preference for appointees that are not currently affiliated with
any Stakeholder Group or Constituency, recognizing that this may not always
be feasible. However, concerns were raised about the feasibility of
identifying unaffiliated candidates that are also adequately knowledgeable
about the ICANN environment and the GNSO more specifically. The Council
discussed the proposed revisions during its October meeting where concerns
were also expressed that the revised guidance may potentially serve as a
chilling factor to otherwise qualified, but currently affiliated,
candidates. Council leadership noted that the rationale for the proposed
changes were to preserve the balance of the Council and to promote both
independence and diversity in NomCom appointees to the Council. The Council
established a small team to seek to reach agreement on a revised job
description; the small team shared its proposed final draft [LINK TO BE
ADDED WHEN AVAILABLE] on [date].

Here, the GNSO Council will vote to approve the revised job description.

Group (20 minutes)*

The mission of the Universal Acceptance Steering Group (UASG) is to promote
and work towards a future where all domain names and all email addresses
work in all software applications. With the GNSO?s work on enabling the
application for new gTLDs and developing policy recommendations related to
internationalized domain names, universal acceptance is an important factor
for the work of the GNSO.

Here, Dr. Ajay Data, Chair of the UASG, will provide an update on the
progress of the UASG and explore the role the GNSO might play in enhancing
universal acceptance.

On 25 October 2021, Philippe Fouquart shared a thought paper

by the ICANN org, which has been developed ?considering what procedures are
in place for modifying consensus policies, and where there may be gaps,
ambiguities, or opportunities for additional collaboration.? The Council
has since convened a small team, which will also seek volunteers from all
SG/Cs, as the topic is of importance beyond just the Council. As this team
is being convened, it is perhaps nevertheless helpful to seek impressions
from Councilors that could feed into the small team?s deliberations.

Here, the Council will discuss thoughts on the paper.

Thanks for your hard work on this job description.? NCSG has had a brief 
discussion on this topic, and believes that we have taken a slight wrong 
turn in some of the revisions.? We believe that it is important for 
Nomcom to seek fresh eyes and talent for the Nomcom representatives on 
Council.? The job description should therefore not insist, as this new 
version does, on the importance of experience.? Understanding of the 
role of the GNSO, certainly, but experience in the ICANN MS model and 
its structures is certainly NOT necessary or even desireable.? WE want 
fresh eyes, different experience and ideas that can help us improve.

There is obviously an issue if former Councillors start to apply for a 
Nomcom seat on Council when their terms are up, in terms of upsetting 
the balance of stakeholder group/constituency representation.? We are 
not looking for a prohibition of Councillors coming back as Nomcom, just 
to remove the emphasis on previous GNSO/ICANN experience.

I hope that I have expressed the views of my SG adequately in these 
comments and the attached markup, and suggest we have a thorough 
discussion of this topic in our meeting this week.

It took me a moment to see what you were suggesting, as I saw no redlines. I?ve since seen your comment in the Word doc and thought it might be helpful to make clear what specific change you are suggesting. For the first sentence under Job Description:


  *   As currently shared: The NomCom is seeking accomplished persons of integrity, objectivity, and intelligence with experience in the multistakeholder policymaking process and within the GNSO community.


  *   Suggested change, which reverts to previous language: The NomCom is seeking accomplished persons of integrity, objectivity, and intelligence with an interest in the multistakeholder policymaking process.


I have tried to highlight the difference between the two versions by bolding the relevant elements, and hope Councilors find this helpful.

Thanks Steve, I was doing markup on the redline version, but apparently 
the changes dont show clearly.? I have copy pasted it below, but you 
have captured the sense of it.

The NomCom is seeking accomplished persons of integrity, objectivity, 
and intelligence with *e**xperience*[SP1] <#_msocom_1>in the 
multistakeholder policymaking process and within the GNSO community. 
While GNSO Council members should have a deep understanding of the GNSO 
structure, existing?ICANN?consensus policies, and contracts 
between?ICANN?and registries and registrars, preference will be given to 
candidates with a demonstrable ability to manage the policy development 
process towards the best interests of the entire GNSO community rather 
than solely for a specific GNSO Stakeholder Group or Constituency. 
NomCom appointed members are expected to act with integrity and 
independently. Voting NomCom appointed members are encouraged to engage 
with the Council representatives of their appointed House and all NomCom 
appointed member are encouraged to engage with the GNSO community more 
broadly, [SP2] <#_msocom_2>to understand their concerns and views, so 
that the NomCom appointee may be an informed and effective councilor.

NomCom appointed members who are affiliated with an ICANN community 
group at the time of application are not meant to represent their 
current or previously affiliated group and are expected to observe the 
principles and intent of the ICANN?s Conflicts of Interest Policy.

[SP1] <#_msoanchor_1>NCSG rejects the word ? experience? and ?within the 
GNSO community.?Already we have an issue with burnout of existing 
members, and a ?revolving door? of the same people running for office, 
year after year.We need fresh eyes on our work, to ensure that there is 
no capture by a small group of stakeholders.Please revert to previous 
language.

[SP2] <#_msoanchor_2>With respect to the language that has been deleted 
here, starting with ?balance the interests? and ending with their 
appointed House?, please revert and return this important language.WE 
want neutrality on the part of Nomcom appointees, and fresh eyes?in the 
event that Nomcom selects members who have been active in the 
stakeholder community at ICANN already, we absolutely need to emphasis 
the need for neutrality and non-representation on the part of their 
previous or current constituency.Repetition in the new paragraph below 
is fine, we cannot over-emphasize the importance of this aspect of the role.
