[NCSG-PC] Transfer Policy: NCSG positions

Dear PC,

This is to inform you that discussion as regards Transfer Policy has
started. I would like to ask if NCSG has a previous position on transfer
policy such as the use of Authcode and its usage for transfering domains or
any other issues that the reps need to raise.  Is the current authcode
privacy inclined and its implementation.
