[NCSG-PC] Transfer Policy: NCSG positions

Kathy Kleiman had raised privacy issues earlier re  the transfer policy, 
as have the registrars.  Tagging her as I know she is super busy these 
days.  I will also ask Sarah Wyld since she has been following for the 
registrars
