Dear all,

Thank you for your contributions so far on the DNS abuse. Since we have
agreed to move the conversations forward, I would like to propose a call to
share thoughts on the good and bad of registrant DNS abuse mechanisms and
what could possibly be our positions.

 The draft agenda put into consideration the comments on the group. Since
the white paper is not time sensitive, I would suggest the 27th of July for
the meeting as to enable us to align on the DNS Abuse issues. Please see
the link to the agenda and let me know what you think.

While going through the CPH DNS definition abuse, I noticed that malware
and Phishing are the critical elements. Without malware, botnet, pharming
will not be empowered. And the gateway to tricking registrants to
installing malicious code is majorly through spaming. Here is my question
to what is CPH contributing to reducing registrants receiving unwanted
messages and patches rather than the mechanism which is a very good move.

Heya Akinremi,

I did not understand what this agenda was for. Are you suggesting we host
an internal call on this specific issue before the call with the CPH ?

In any case, I believe the agenda for a first call should be smaller as we
still need to discuss the different perspectives of DNS abuse around our
community and see whether there would be consensus at NCSG for adopting our
own.

Also, besides that, i would advise against hosting these discussions with
the PC only. There are discussions highly relevant to our community and if
you may recall, we have assembled a mailing list for discussing DNS abuse a
while ago that is open to all membership. My suggestion here would be the
following:
a.  host such discussions on the mailing list created exclusively for DNS
Abuse discussions;
b. Advertise the call and mailing list on the broader membership list just
so everyone is aware of that (and i could do that once we have agreed on a
date)
c. Reshape the agenda just so we can have a NCSG oriented discussion on DNS
abuse and debate the adoption of our own concept.

What do you say ?

Dear PC,

The Transfer Policy Review PDP is seeking stakeholder or constituency early
input to the questions the working group is expected to address. The letter
and charter questions of the group are attached to this email. As the
letter notes, every ICANN Supporting Organization, Advisory Committee and
GNSO Stakeholder Group / Constituency has been afforded the opportunity to
participate in the working group so the opportunity for this early input is
somewhat redundant. In our case, we have Farzi and Wisdom representing us
there. However, if we as a stakeholder group or NCUC or NPOC would like to
submit early group input to the process, this is the opportunity to do so.

I would like therefore to know from you all if this is something we
should/can do.

I also agree it is a good time to move the conversation to the DNS abuse
list.

Have we agreed on the day of the call being 27/07? Putting it in the
calendar early would be good, to allow folks to plan their attendance.

Regarding the agenda, it depends on the priority we are giving to the
response to the RrSG white paper. We can certainly allocate time to discuss
response to the paper then proceed to discuss (1) mapping other positions
and working definitions of DNS abuse across the ICANN community; (2) NCSGs
DNS abuse working definition, concerns and process.

Following the Council adoption of the GNSO Framework for Continuous
Improvement Pilot Project

we are hereby reaching out to you to request confirmation of which Council
member will be your representative on the Council Committee for Overseeing
and Implementing Continuous Improvement.



As a reminder, this committee has the following composition:

Council members will serve in representative capacity, where applicable,
and as such be responsible for consulting with their respective groups on a
regular basis.



The first assignment for the Council Committee will be to scope the work
assignment and create the task force that will address Accountability &
Transparency requirements ? assignment #6 (PDP 3.0 ? SOI). Once that task
has been completed, the Council Committee will address Council Committee
Assignment #4 (PDP 3.0 ? WG Self-assessment). See

Once the pilot completes, the Council, in close collaboration with SG/Cs as
well as the Council Committee and Pilot Task Force, will review the
functioning of the Framework and decide whether to continue with the other
assignments as outlined in the updated proposal (see section 3
<https://mm.icann.org/pipermail/council/attachments/20210526/8995c911/GNSOFrameworkforContinuousImprovement-clean-updated17May2021-0001.pdf>),
make modifications to the framework and continue with the other
assignments, or, identify another path through which the assignments
identified are to be addressed.



We request that you confirm your representative by 31 July at the latest.
In the meantime, the staff support team will start pulling together the
necessary background information and set up the Committee?s work space to
allow for an effective start. Furthermore, the Council will also work to
identify a Council member to chair this effort who will serve in an
ex-officio capacity.



Please take into account that membership is reserved for Council members.
Should you appoint someone who will no longer be on the Council after the
AGM you will be requested to appoint a new member immediately following the
AGM.

Well as far as I am concerned I wouldn't have any problems with any of our
councillors joining for NCUC but as I said this should be a NCSG decision
technically

Council member will be your representative on the Council Committee for 
Overseeing and Implementing Continuous Improvement.

As a reminder, this committee has the following composition:

assignment and create the task force that will address Accountability & 
Transparency requirements ? assignment #6 (PDP 3.0 ? SOI). Once that 
task has been completed, the Council Committee will address Council 
Committee Assignment #4 (PDP 3.0 ? WG Self-assessment). See

Once the pilot completes, the Council, in close collaboration with SG/Cs 
as well as the Council Committee and Pilot Task Force, will review the 
functioning of the Framework and decide whether to continue with the 
other assignments as outlined in the updated proposal (see section 3 
<https://mm.icann.org/pipermail/council/attachments/20210526/8995c911/GNSOFrameworkforContinuousImprovement-clean-updated17May2021-0001.pdf>), 
make modifications to the framework and continue with the other 
assignments, or, identify another path through which the assignments 
identified are to be addressed.

We request that you confirm your representative by 31 July at the 
latest. In the meantime, the staff support team will start pulling 
together the necessary background information and set up the Committee?s 
work space to allow for an effective start. Furthermore, the Council 
will also work to identify a Council member to chair this effort who 
will serve in an ex-officio capacity.

Please take into account that membership is reserved for Council 
members. Should you appoint someone who will no longer be on the Council 
after the AGM you will be requested to appoint a new member immediately

Well, no and yes. No, because I don't believe this committee has had to
appoint volunteers who directly represent the constituencies and not NCSG;
and yes because we can use the PC call for volunteers procedure to select
councillors, considering that the constituencies each have reps here.

I've consulted the chairs, PC was in copy. NPOC appointed a councilor while
NCUC deferred the decision to be taken at the SG level. So I am waiting for
Bruna's advice on how to proceed

I bring to your attention the proposal below, relating to the IGO Work
Track which was established with the following charter [

] and on the assumption that RPM Phase 2 work would have started shortly
after completion of Phase 1 of the RPM PDP.

The IGO WT is on track to deliver its initial report in September 2021.
However, there are concerns that any forthcoming policy recommendations
from the IGO Work Track will not have a procedural standing as the Work
Track is currently orphaned and it is not known when RPM Phase 2 will
start.

With this in mind, the GNSO council leadership is proposing that to ensure
that any forthcoming Consensus Policy recommendations from the IGO Work
Track have proper procedural standing, an expedited PDP (EPDP) on IGOs be
convened. Further, this EPDP should be convened with the same scope of work
and structure as the IGO Work Track.

Therefore, the Council leadership would like to know by 6 August 2021 (in 5
days time) if there are any objections to this proposal from NCSG.

Please review the request below from Philippe and the GNSO Council
leadership team. Thank you.





After the 22 July Council meeting, leadership has given additional thought
to the agenda item regarding the IGO Work Track. As we discussed during the
call, there were three components that we wanted to bring to your attention:



   1. The need for a Program Change Request as a result of public comment
   moratorium ? there were no objections on the call.
   2. *The ability of the IGO Work Track to develop Consensus Policy
   recommendations ? this is the area we will focus on for immediate next
   steps.*
   3. Whether the IGO Work Track?s draft recommendations are ?generally
   consistent? with the original IGO PDP Working Group?s recommendations #1-4
   ? to be addressed in the future.



Council leadership considers #1 above as done and would like to consider #2
and #3 separately: #2 should be considered now and #3 can be considered at
a later date.



For #2, Council leadership has consulted with staff and, as a result, we
request that the Council consider what appears to be the most sensible path
forward to ensure that any forthcoming Consensus Policy recommendations
from the IGO Work Track have proper procedural standing; viz., convene an
expedited PDP (EPDP) on IGOs. Further, this EPDP should be convened with
the same scope of work and structure as is currently outlined in the Addendum
