[NCSG-PC] Updated version of the Operational Design Phase Concept Paper

Dear members,

ICANN org has shared an updated version of the Operational Design Phase
Concept Paper. Link here :

Some important changes they've made include

   - The removal of the need of a Design Feedback Group (DFG)
   - GNSO Council is encouraged to appoint a liaison toICANN org’s ODP team
   - A website where status updates and other relevant information will be
   provided to the community

NCSG members previously had concerns about the Operational Design Phase and
Bruna had created the below Google doc to draft an NCSG letter to ICANN Org
regarding this concept paper. I encourage members to add their thoughts to
the draft document especially inlight of the updated concept paper that has
just been published.

Inputs are expected by *Friday, 22 January 2021*, so an early start of the
draft will be appreciated. The Google doc can be found here:
