[NCSG-PC] Policy Committee and vice-chair(s) selection

Dear all,

I hope you are well and safe.

As you all are aware, the Policy Committee has been in transition  mode
since ICANN69 and during that time we rushed to meet some of our GNSO
responsibilities as part of the ICANN community, sometimes at the very last
minute and often in an unplanned manner.

Fortunately, I believe the PC is now fully formed with the appointments
from the constituencies now complete and we can start planning and
executing the tasks of the PC in a procedural manner.

As a reminder, from section *2.5 The Policy Committee* of the NCSG charter,
The NCSG Policy Committee is responsible for:

   - Discussion and development of substantive policies and statements
   issued in the name of the NCSG. This activity will require coordination
   with the membership and the Constituencies;
   - Organize policy initiatives on behalf of NCSG membership, including
   GNSO Policy Development Processes initiatives from the membership;
   - Provide policy research and guidance to NCSG representatives on the
   GNSO Council;
   - Keep membership informed of GNSO Council activities;
   - Organize, appoint where appropriate, and track NCSG participation in
   GNSO and other pertinent Working Groups.
   - Organization and oversight of NCSG participation in any GNSO
   Council-related tasks, whether mandated by Bylaws, Council Procedures or
   Council decisions.

*PC Vice-chair(s) Selection*
Now that the PC is complete, I'd like to also bring up the issue of PC
vice-chair(s) election as stated in section 2.5.3. (b) of the NCSG charter
which states that:* One or more Vice-Chairs may be chosen by the NCSG‑PC on
a yearly basis *and get your thoughts on whether we need one or two
vice-chairs for the PC before we start the process of choosing the
vice-chair(s).

It is my hope that we can start the process of the vice-chair(s) election
once we agree on how many we need. So I look forward to your urgent input
on this issue.
