[NCSG-PC] [council] GNSO nominated mentor - ICANN Fellowship Program

That seems a good list of criteria. I would also like to suggest
that person speaks another languages than English. Howeverm I
believe that if the NCSG has to nominate somebody our PC will work
through this.
