Ok I get the message.  If Martin is the proxy, then Sam cannot attend the Council meetings.  Is that clear to everyone?  He would be attending as an alternate, no alternate no attendance.  It is my understanding that if you give your proxy to Martin, he does not attend.  I stand to be corrected by veterans who know better.

Sam is all set to attend and has even asked me for other meetings he needs to attend for background.

Let me know.  I need to send that stupid form in.

Council sessions are open for anyone.

Since Martin is obviously attending as a Councilor, better to have Sam
as temp alternate and have him sit at the table during Council
meeting. Adding another voice, just in case there is need for it.

That's my understanding.

No proxy is needed, if sam seats as alternate. Same with Amr in Kobe, no one had my proxy. I just forgot about sam for a split second.

Hello

I didn?t want to get involved but seems like I have to since Rafik is on
route and there is unclarity.

To prevent further disagreement: I will not be an alternate for this
meeting.

1. Appointing alternate is not a PC decision as Rafik said as well. It is
an EC decision.  Stephanie please take this to your EC.

2. Under no customary practice nor any procedures you have to appoint the
person who got the council member funding as alternate. In fact the NCSG
operating procedures about travel support allocation does not require this
at all. I will dig out the link.  If other people who the EC see as
qualified are willing to step up then thats fine too.

Appointment of alternate either Sam or someone else is within the EC
responsibilities.

It has one of the suggested 'abuses' -  impersonation
(and to fight that  obviously Registrars/Registries need power to summon
persons with IDs withdrawn... and it seems too much)

the PDP 3.0 implementation team sent to all GNSO groups request for input
on the different on the improvements implementation. you can find more
details in the attached letter. The NCSG PC will coordinate for drafting
the comment. Elsa and I are in the PDP 3.0 implementation team from NCSG
side.

sometime before the GNSO Council Strategic Planning Session in January

As the GNSO Council is in the process of reviewing these proposed
implementation documents, we invite your members to provide feedback and

For the purpose of my accountability as a human being and an NCSG elected
officer: I was invited to speak at the GAC session on Human Rights Core
Value implementation (WS2, that stuff, you know I was heavily involved 2-3
years ago).
This conflicts partially with the PC meeting tomorrow morning.
When I agreed to be on that panel -- quite some time ago, I didn't know
there was this conflict.
I might be like 30 min late to the PC meeting. Apologies much.

we have a bit of a problem re the intercessional day we had agreed to have on day zero of the Cancun meeting.  It appears that the EPDP has scheduled a meeting that day, and some will also be involved with leadership training.  Can we have some indications of who might be available for such a meeting??

Tomorrow Wolf Ulrich wants to meet for breakfast at the Westin breakfast place at 7:30.  Bruna and I have another meeting at 7, same venue.  Do we have enough people to manage the discussion of the intercessional proposed topics at 7:30?  we will come as soon as our other meeting is over, hopefully just before 8.

Please let me know who can attend, or who to reach out to if they are not on this list.

First welcome to new councillors who joined the PC and thanks to those
outgoing councillors for their service. I think all new councillors are
already in the list.

I sent note to NCUC and NPOC chairs to day to ask them confirm or appoint
reps to NCSG PC in order to have new PC in coming days and starting next
steps including  the election of PC chair.

There are also some other urgent tasks PC has to do such as appointment to
SCBO and SSC and review/leading several public comments. We will continue
to work in this transition phase till we get the new PC composition set and
have the election process that we should agree on.

I hope I still have posting privileges for today.

It has been a privilege serving on the Policy Committee for the past three years. We have done some really great work during this time and collectively raised the profile of our stakeholder group amongst other stakeholder groups. I can?t take the credit for that but I have appreciated having the support of our Chair and others in being able to formulate and submit statements that have had a real impact.

I will leave it to the next Policy Committee to set its agenda for the year ahead. But as a parting suggestion, and one I offer only because I was intimately involved in the SCBO as its Chair, I wish to encourage you to fill the SCBO with subject matter experts and Councillors as a matter of urgency. The budget process for FY 21 has already begun and I strongly encourage the NCSG to be involved in this process.

Hi all,

putting this as reminder.
urgent tasks are to confirm/appoint : SMEs to SCBO and representatives to
Standing Selection Committee (Replacing Poncelet). We have to do them soon
as that should happen within the next weeks after the AGM by their
respective charter. For SCBO, we can reuse the last year call for
volunteers and tweak it. I don't recall we did that last year for SSC but I
need to check.
For NCSG Policy Committee chair election, we are still waiting for NCUC
reps names to PC.

Hi all,

I am resending this as reminder about the appointments and call fo
volunteers we have to do to SCBO and SSC.
A reminder was sent on Friday from GNSO secretariat about appointing SME to
SCBO, I confirmed to GNSO secretariat that Stephanie is still there as SME
and NCSG will send other SME later on (depends if we get volunteers). This
last year call for volunteers

That seems a good list of criteria. I would also like to suggest
that person speaks another languages than English. Howeverm I
believe that if the NCSG has to nominate somebody our PC will work
through this.

we have already issued call for expression of interest since last week and
the deadline for submission is the 27th Nov.
