[NCSG-PC] Organizational reviews

thanks Farzaneh and Ayden,
we really need to submit. The staff is close to finish its summary report
and the window for us to give input is quite narrow.
the GNSO review is critical for us and this public comment is important for
us to give input on, we cannot miss that.
Farzaneh responded to the comments. I don't see any issue on substantial
part of the comment which concerns the responses to the questions asked by
the OEC.
