[NCSG-PC] Note about SSC and SCBO selection

Hi,

for the purpose of documenting, I am sending his note to indicate that NCSG
PC appointed:

   1. Johan Helsingius, Ayden Ferdeline and Sam Lanfranco for SSC
   2. Rapahel Beuregard-Lacroix and Sam Lanfranco for SCBO

The names were already sent to GNSO secretariat to inform about the NCSG
selection.
