[NCSG-PC] comment on RDS review 2 final report

Here is the google link for the very brief report on the RDS Review.  Due today.  I apologize for the delay, I was reading everything (yet again) and frankly waiting for someone to say something.  There is only one comment in there, from RrSG.  I agree with their comments.  This was a phenomenal waste of my time over the past two years, and I am still grumpy about it, for which I apologize.
