[NCSG-PC] Replacement of representative to CCWG auctions proceeds

hello,

till now, Stephanie is the NCSG representative in CCWG Auctions proceeds.
She expressed her desire to step down and to be replaced by Julf. while the
WG is open , the representative has the ability to vote when it comes to
consensus call.
We just need to confirm this here and send the notice to GNSO secretariat
so the replacement to be confirmed by GNSO council in May meeting.
