I think Joan sent an email to NCSG mailing list about this but a while back Dina was appointed by NPOC to NCSG PC. 
Dina I saw you were subscribed on the mailing list. Are you here?  I thought I let NCSG PC know about the appointment. Rafik is the PC chair and needs to be informed at all times about the appointments and changes.
