[NCSG-PC] Reminder RDAP Comment review

All,
I added some corrections. A couple of sentences need to be rephrased as
they are not clear, but I see that Ayden is giving it a go so am sure he
will fix the things language-wise. I am fine for now, if I don't have time
to go after Ayden, I support the submission anyway.
