[NCSG-PC] Review of public comment drafts

Hi all,

I just shared in NCSG list 2 drafts for public comments, that needs PC
review for endorsement:

   1. Draft PTI/IANA FY20 Operating Plans and budgets:

   the deadline for submission is the 12th November
   2. Initial Report of the New gTLD Auction Proceeds Cross-Community
   Working Group:

   , the deadline for submission is the 27th November

the first draft is the most urgent for review.
