[NCSG-PC] Leadership program/ ICANN 64

No Raoul has been on leadership program already. He will take the chair
course through npoc.

This is the only time Rafik can actually take the leadership course because
it will be in Japan. Rafik has done a lot for NCSG and has not been on
leadership course while he is a true  leader.

I suggest considering Rafik and his hard work as well as the fact this is
the only time he can take this course, other candidates move aside in his
favor.
