[NCSG-PC] [please review] Proposed Letter to ICANN org re: Budget

Hi,

I don't think we can blame anyone here, we got really short time and the
final budget was published (I think most of us were not aware about the
date till late). the whole budget and operating plan process still need a
lot of improvement in the way to get community input and include it.
as we have already a new thread regarding a letter based on the final
budget we can continue the discussion there.
