[NCSG-PC] New letter to Board re: Budget?

In support of this, more for the CROP and Council strategic Session. I
am not sure about the IGF though where, in my opinion, we have not
been able to measure the impact or the value on our work. Especially
now that the IGF is no longer that exciting (and relevant?) as it used
to be
