[NCSG-PC] ICANN's draft interim model for GDPR compliance

I strongly support the submission of this comment Sunday AM (before the 
Board meeting). I thank Stephanie for stopping her weekend to write such 
a detailed response for this fast moving proposal, and Ayden for editing.
