[NCSG-PC] [new draft] NCSG Budget Comment

Hi all,

I will edit the document with the suggestion from Stephanie. I will send
the clean version attached to the PC list for reference.
with support from Ayden, Farzaneh, Stephanie, Martin, Tatiana, Poncelet,
Arsene, Farell and myself, and hearing no objection, I think we have a
consensus about submitting the draft as NCSG comment. I will do so later on
today.
Thanks, everyone and thanks to Ayden for leading this effort, much
appreciated.
