[NCSG-PC] Fw: [council] GNSO PDP 3.0 discussion paper

I thought you put this up to see if it can get approved by PC. If that was
not the intention and we don't have a comment and wording of what you have
cannot be changed, then I prefer not to discuss this as an NCSG idea.
