[NCSG-PC] Updated Public Comments Draft to be reviewed

The SSAC comment is a good one; thanks to those who were involved in drafting it! I've just gone through and made a number of minor, suggest edits to trim it down and to make our 'asks' a bit more explicit. I support its submission.
