[NCSG-PC] Fw: [council] GNSO Council Abstention Notification Form [#268]

Hi,

I raised that in morning to Marika. the problem seems with the form itself
(here
https://gnso.icann.org/en/council/abstention-notification-form-en.htm)having
a required field with a selection list of current SG/C and not having a
choice fit for NCA.
