[NCSG-PC] NCSG comment on Proposed Incremental Changes to the ICANN Meetings Strategy

I do not support the proposed changes to the community forum (i.e. cut the public forum); aside from that, I am okay with this comment being submitted. We should probably do this soon, as the staff report is likely in the process of being prepared...
