[NCSG-PC] SCBO call for candidates

Hi all,

as it was agreed, we extended the call for candidates for SCBO. we didn't
receive any additional application. We have only one application received
during the first call.
I have no objection to appointing the only applicant, in addition to
Stephanie who moved her membership in SCBO as a GNSO councillor to SME.
please share your thoughts here.
the SCBO will start working on ICANN budget and operating plan in 18th Dec.
