[NCSG-PC] Intersessional

I am not sure how holding intersessional in 2019 would save us from the
possible cuts in 2020 as it would be a new fiscal year - if they would want
to cut it, they would cut it no matter what and will have more reasons to
do so if 2019 would have the same "productivity" as years before.
