[NCSG-PC] Draft Procedure for Community gTLD Change Requests

hi all,

we had the draft comment https://docs.google.com/document/d/1wy5bMfvEvLA-FU
2Ir4zd1Hhgo78XbDjROrCmmmfQgE0/edit?ts=5a8ac679 . the deadline passed
already and I asked for an extension and the request was kindly accepted
hoping that I can do several changes. it seems I am not able to do so.

I am still hoping that we can make it and so any help would be welcome.
