[NCSG-PC] GNSO Vice Chair nomination

Hi Stephanie,

Apologies, but I still can't see earlier reply from you. You did
support Rafik for *Chair* earlier, but this is different: now we're
following the script in the Vice Chair election process (just trying
to play it by the book as it were, as CSG asked for formal
nomination from us).
