[NCSG-PC] GNSO Vice Chair nomination

Dear PC members,

Unless I've missed something we've got support for Rafik so far from

Poncelet, Matthew, Martin, Ayden, Juan, Tatiana

as well as myself (and Rafik - I did ask him in advance).

That does make a majority and there's been no opposition, but
seeing the dearth of our elected councillors there I can't help
suspecting you've missed the call, so I'll wait a bit more
to give you a chance to weigh in.
