[NCSG-PC] GNSO Chair election

It is not worth getting into now because my view is clearly the minority position, but I was under the impression that we had asked Rafik to inform Heather that there was a leadership challenge. I was not aware we were moving forward in another fashion. To be clear, I do not oppose Heather, I just did not realise we had decided to proceed in this manner.
