[NCSG-PC] Call for nominations: PC Chair election

Hi Rafik,

As far as I'm concerned you made it close enough to the deadline. :-)

Of course it's up to the PC to decide, but if someone wants to object,
I would hope they'll also come up with a counterproposal, like
nominating themselves or someone else for the job. :-)
