[NCSG-PC] PC Chair election

Hi,

I would go ahead and include Rafik’s vote for himself as well as Stephanie’s show of support to the vote count. Also, Ed indicated support for Rafik (although he also didn’t put in a +1), which would take the votes in favor of Rafik to 9 out of 11.
