[NCSG-PC] Endorsement of NCSG Comment on GNSO operating procedures change

Hi,

I have reviewed the comment, but I do not have enough knowledge of the proposed changes to the Operating Procedures to be able to speak to what our comment should or should not support. On that basis, I'll go with the majority view here - if other PC members support its submission, count me among them if you need it.
