[PC-NCSG] GNSO Vice Chair selection

As our participant on the small volunteer group, this proposal is fairly close, and a bit more formalised, than WU and I discussed in Helsinki, and looks acceptable to me. I think there are some points for discussion here, but as far as it goes I?m happy with it.
As far as next term goes, I know I?ll no longer be a councillor, but my opinion would be that a second term for Heather would be fine. She?s been pretty solid in her vice-chair role, and I don?t know if we have anyone on our side who is keen to take on the job, though we have some people who would be strong candidates if they were interested.
