Since one of the requirements of the transition is that the changes
already be under way, for example the bylaws changes be made, I do not
it being unwound, even if congress somehow stops the transition - which
I do not see as likely - NTIA and the administration can stop this, but
this is an executive action as I understand things.
WS2 might end up difficult, depends on who is on the board.
