[PC-NCSG] Guidance Requested

Hi Ed,

I agree with Kathy that trying to change it would be a deal breaker. But I
think that the fairest solution is to leave the organisation and the
community in the years to come as free as possible to make decisions,
including about headquarter. I would be against making an explicit request
to keep the headquarters in CA and/or including barriers to make a change
in the future.
