[PC-NCSG] individual stmt on WS1 proposal - feedback encouraged

Hi,

While I do not agree with all of it, I think it is a very good statement
and am happy you made your case.  I think it makes an good offset to
Olga's statement and insures that the full range of the discussion is
recorded.  I think it was an important contribution.

Thanks for doing it as a personal member's statement.
