[PC-NCSG] public comment to draft PTI FY18 operating plan and budget

Dear all,

Since there are still doubts pending on some points of this particular
comment I would like to ask us to discuss this further before we present PC
endorsement to the comment drafted by Stefania and Ed. We do have a little
time (staff report is due on jan 23) but not much.
