[PC-NCSG] Fwd: [council] Two Letter gTLD Domains

This just in from the Council list. I believe we should encourage discussion and actively engage on this, particularly since it was the work of some of our members that helped prompt the topic being brought up.

I know the topics are piling up, but this is also something we should probably go over during our monthly call.
